High Mindu(民度) is not only the solution for fighting against COVID-19

I started this series when COVID-19 was just seriously started to talk in March 2021, meaning that already more than 9 months, this globe is straggling with this disease which damage not only fatality but also the peace of mind at many people.
Many people, including myself, analyze that Japan’s situation for COVID-19 is unique. As mentioned before, Prof. Yamanaka of Kyoto University mentioned “Factor X” with Japanese, and the controversial deputy Prime Minister commented that “Because we have high Mindo/Mindu(民度)”. After his comment, I was struggling to find if this would be the right answer.
Mindu is an idea of the Eastern world, and hard to find the equivalent term in English. To try to translate straightly, “a degree of civilization”,,, but this never hit me at the right spot. But! Watching Governor Cuomo’s briefing nearly every day (congrats on his Emmy Awards), maybe I found the answer to this; His message should tell “high Mindu”.
